The Development Plan has been prepared to provide strategic guidance for the future land use and development of the subject site addressed as 2388 Plenty Road, Whittlesea. The Development Plan has been prepared in accordance with the requirements of the Development Plan Overlay – Schedule 2 and key objectives and strategies of the Planning Policy Framework of the Whittlesea Planning Scheme.
What does the proposed Development Plan do?
The preparation of a Development Plan is a statutory requirement in accordance with the Development Plan Overlay - Schedule 2 which affects the above-mentioned property.
The Development Plan consists of both text and plan components. The plan itself has the following key features:
- An internal road layout
- Proposed commercial, medical centre, aged care, and retirement village
- Proposed maximum building heights
- Open space (including a proposed community garden to the north-east)
- Future development parcels
- Access to the site to be facilitated by a new roundabout along Plenty Road
The proposed Development Plan does not propose development on any surrounding properties.

Exhibition of the proposed Development Plan
As part of a non-statutory exhibition process, the proposed Development Plan is being referred to potentially affected property owners/occupiers and relevant government agencies.
The Development Plan is being exhibited from Wednesday 6 November 2024 until Friday 6 December 2024.
