A Place Framework helps Council, community and key stakeholders identify opportunities and place projects. The Mill Park Place Framework is a shared community and Council vision to guide the future of Mill Park. The framework and priority opportunities identified will help prioritise Council projects in Mill Park into the future. The framework looks to improve streets, public spaces, community precincts, infrastructure, and transport.

The framework recommends a series of priority projects that will shape local places and form connections to deliver a network of improvements over time.

It will be an ongoing collaborative approach to improve streets, public spaces, community precincts, infrastructure, buildings, architecture and transport and identifying areas where detailed planning interventions will be required to deliver these outcomes to the community.

The Place Framework is informed by these outcomes and the goals from ‘Whittlesea 2040: A place for All’ which aims to create

1. Connected community
2. Liveable neighbourhoods
3. Strong local economy
4. Sustainable environment and
5. High performing organisation

Since 2023, we have consulted Local Area Team Members (Council Officers working in Mill Park) and the Community Reference group (a focus group consisting of community members, of diverse backgrounds who live, work or regularly visit Mill Park

The Place Framework addresses the following themes in the projects.

1. Greener Spaces: that ensures that there are more usable spaces with improved tree cover and connections to open space resulting in a more resilient city/suburb
2. Connected Places: looks at better access to key destinations that that support comfortable experience for all types of travel - better road networks, better pedestrian networks and regional trials
3. Thriving community and culture: ensuring there are distinct places for people to gather, celebrate local heritage and culture
4. Land use and built form: Ensure there are safe, inclusive and attractive areas that foster local employment and public spaces that improve the quality of new developments and re-vitalize the neighbourhood.

Your feedback will be crucial for us in recognising what you, the community, wants by prioritising our delivery of projects. It provides guidance to direct our funds into the projects based on the community’s priorities. You can provide your insights through:

1. A series of in-person and online opportunities, with a stronger emphasis on in-person sessions to meet the needs of the community.

Place Projects are categorised into:

Short Term

Projects that Council plays a key role to act on in the next 5-10 years.

Long Term

Projects that Council can advocate for or requires partnerships with authorities or other sectors to deliver and may take longer than 5-10 years.

Please note, projects identified are not all going to happen quickly or at once. They are still dependent on future budget, resourcing and Council priorities across the City of Whittlesea.
