Update: Strategic Property and Land Plan and Affordable Housing Plan 2025–2030 - Adopted

The City of Whittlesea adopted the Strategic Property and Land Plan and the Affordable Housing Plan 2025–2030 at the Council Meeting on 16 December 2025.

Affordable Housing Plan
The final plan was informed by two rounds of community and stakeholder engagement, including the Community Insights survey and a month-long public consultation process.

Feedback from residents, community organisations, and industry stakeholders helped refine the plan’s priorities and clarify Council’s role in facilitating affordable housing. This input supported updates to the final document, including strengthened focus on collaboration with delivery partners and the use of Council land to help increase the supply of affordable homes.

The final plan was informed by a month-long public consultation process via an engagement page with survey questions, social media posts and an email campaign. Feedback from residents helped refine the plan’s priorities and ensure the plan was accessible and easy to understand.
