The City of Whittlesea has adopted a key long-term strategic plan to help address the critical shortfall in affordable housing across the municipality.

Councillors voted to adopt the Affordable Housing Plan 2025-2030 at the Council Meeting on Tuesday 16 December 2025.

The plan establishes policy directions to advocate for increased public and private investment and to guide Council’s work with delivery partners, and the community to expand the supply of affordable, safe, and secure housing for local residents. It outlines key approaches, including collaboration with Community Housing Organisations and the use of Council land for affordable housing projects.

In the City of Whittlesea, it is estimated there is currently a shortfall of more than 5000 affordable houses, and this is expected to grow to almost 9000 by 2041. Well-designed affordable homes make our community a more vibrant, diverse and inclusive place to live and raise families.
