Good public toilet provision supports active communities in their use and enjoyment of public places. It improves local comfort and convenience and can increase active participation in recreational, social and commercial activity.

We acknowledge there are different local community needs across our municipality, and the Public Toilet Plan sets out a framework for making accessible and inclusive public toilets available throughout all areas of the City of Whittlesea.

Key Principles

  • Well located

    The existing network of public toilets will be improved to ensure public toilets are available in key locations across the municipality. Public toilets will be available near to major attractions, destinations and community facilities, will be well-sited and will be simple to locate, identify and navigate for all users.

  • Accessible

    New and upgraded public toilets will be designed and delivered to support accessibility for all users across the toilet network. A network of facilities for higher-need users will enable access to key locations in the municipality.

  • Equitable and inclusive

    New and upgraded public toilets will be designed and delivered to meet the diverse needs and preferences of users, supporting dignity and safety for all.

  • Fit-for-purpose

    New and upgraded public toilets will be designed to ensure durability and ease of maintenance, ensuring public toilets are safe and convenient to use.

1️⃣ Phase 1 Consultation

In phase one community could share their thoughts on where new public toilets should be located, which existing public toilets should be upgraded, and which features are preferred for public toilets.

Participation:

  • 86 people participated in person
  • 340 people participated online
  • 55% of participants were female
  • Most represented age group was 35 - 44 years with 29%
  • Participants were well represented across the municipality
  • 5% of participants identified as LGBTIQA+
  • 3% identified as First Peoples
  • 20% of participants identified as living with a disability or a carer of someone living with a disability.
